Dave received the following letter (including enclosed copies of letters) from the local MP on Friday 9 December 2011.  Simon Marcombe MP makes it clear that he wishes to terminate the endless bickering, using him as a bouncing post, between the Director of Children's Services and Mr Hook when he ends his letter with "Therefore, if you require any further assistance, please let me know."

Dave is very sympathetic to this perspective.  The Director of Children's Services is ironically being 'childish' in his responses and his feigned offense at Dave's suggestion of the "massaged interpretation" of a meeting.

A significant point about this communication and the previous letter is that both the Director of Children's Services and the local MP seem to be distracted by the mistaken referral to a letter dated the 9 September which should have been the 16 September.  But that was an irrelevance.  Dave's point, in his letter of 7 November, was that the "full response", that the Director of Children's Services assured the MP had been sent to Mr Hook, neither arrived at Mr Hook's address neither did a copy appear to arrive with the MP.  The point Mr Hook was trying to raise was that the Director of Children's Services claimed a letter was sent but it was not.  It seems as if Ronald Taylor (the Director of Children's Services) may be trying to pull the wool over the local MP's eyes.  So the question remains, from this sequence of letters: are both the MP and Ronald Taylor colluding to cover up the Director's deception by focusing on a typo?

Please accept my apologies for the confusion. The letter referred to as dated the 9th September is actually the letter sent to you dated 16th September. I have attached a copy for your records.

I have also attached a copy of the response sent to Mr Hook on the 04 October 2011. We have now progressed Mr Hook's complaint to a Stage 2 investigation which is currently ongoing.

In his letter to you Mr Hook intimates that there is a "massaged interpretation" of a meeting held on the 2nd August between himself and Adrian Greenhead (Head of Service), with George Trevithick (Complaints Manager) in attendance. In order to be clear about the elements of Mr Hook's complaint, there is an email exchange to confirm that these are the lines of complaint he wished us to pursue. I would be happy to furnish you with copies of these emaiis should you wish.

The fact that Ronald enclosed a copy of the letter of the 16 September is petty and pointless in equal amounts.  But there appears to be a bit of psychology going on.  He states that he sent this letter to the MP and "attached a copy" as if 'proof' that he did.  (Remember: the MP has the original).  However, he also "attached a copy" of a letter apparently sent to Mr Hook on 4 October as if there is now an equivalent 'proof' that it happened.  But the letter of the 4 October never reached Dave Hook and Dave's point was that, in his letter of 16 September (as copied below) to the MP, Ronald says he would be "happy to copy you[the MP] into any response we send to him[Mr Hook]." implying that he would, but Dave wants to know if that "copy" ever arrived with the MP.  The suggestion being that the Director is lying to the MP.

Thank you for your enquiry as to the activity being undertaken in respect of Mr Hook's concerns.

We are fully aware of and currently seeking to respond to the concerns being raised by Mr Hook.

To this end a meeting was held on the 24t August between Mr Hook, Adrian Greenhead (Head of Service), and George Trevithick (Complaints Manager) in order to fully understand the areas of complaint that Mr Hook wished to have response to and what additional support may be available to Mr Hook in relation to his and his daughter's current personal circumstances.

This meeting identified the following areas upon which agreement was made for Children's Services to respond:

  • The length of time to respond to complaints has been out of timescales;
  • That assessments (initial and core), were submitted out of timescales;
  • That the content of the assessments was written in a prejudicial fashion;
  • That Mr Hook was not effectively involved during the process of assessment;
  • That the overall impact of the above concerns has been negative.

It was also agreed that we would continue to keep Mr Hook appraised of progress and supply details of additional support agencies that he could contact as he deemed appropriate.

Whilst these investigations are still ongoing, we do anticipate being in a position to respond to Mr Hook within the next 10 days, and would be happy to copy you into any response we send to him.

Then Ronald includes a "copy" of the letter of the 4 October that he claims was sent to Mr Hook.  There are a couple of interesting points about this.  The above letter is a "copy" and (as illustrated on this web page) was a 'photocopy' of a letter that the Director sent to the MP.  It was clearly a 'photocopy' (as the staple, file holes and fold in the upper right corner of page two clearly indicate).  But the following "copy" of the letter of 4 October is not a copy, as such, but a print out from a computer.  Forensic evidence may confirm this by examining the ink but there are no artefacts that indicate it is a photocopy.  Why the two differing ways  of 'proving' a document was sent?  There is a suspicion that this letter did not have a hard copy filed in the Director's filing cabinet and therefore the possibility exists that this is the first time it has ever materialised.

Another interesting point is that the 'proof' is incomplete.  There appears to be a page missing and, as Dave ascertained by phoning the Director's office and speaking with his secretary, there should be a third (middle) page.  This adds to the suspicion that this is not a copy of a filed document (with filing holes and staple).  The Director's secretary did email Mr Hook a copyAnd would you believe it - the emailed copy was not identical to the "copy" provided (and illustrated below) to the MP.  The difference was small (Dave's address was moved) but it does indicate that this is not a protected or 'locked' document. Interestingly the documents origination date in the properties of the Word document do suggest it was "Created: 04 October 2011 16:54:00", but it also asserts it was "Printed: 21 January 2008 13:04:00" so how reliable these things are is questionable and the mystery as to whether the letter was ever sent to Mr Hook still remains.

Firstly may I apologise for you not receiving a response any sooner, and thank you for your patience.

At our meeting and in subsequent emails we agreed that I would respond to your concerns that:

  • The length of time to respond to complaints has been out of timescales;
  • That assessments (initial and core), were submitted out of timescales;
  • That the content of the assessments was written in a prejudicial fashion;
  • That you were not effectively involved during the process of assessment;
  • That the overall impact of the above concerns has been negative

You have also asked that the reports (Initial Assessment and Core Assessment) be removed from the ICS System as you feel that they are illegitimate in themselves.

I shall endeavour to respond to each point in turn.

I do acknowledge that the length of time taken to respond to this complaint, and previous concerns have not been within the timescales allowed as part of Sumshire County Council's complaints procedure.

For this I sincerely apologise, and shall be working with my team to ensure that any future complaints or concerns from either yourself or any other party is dealt with in accordance with the policy.










Further to your letter of the 2nd October, again I apologise for the delay and distress this has caused and have recommended that we progress to stage two of our complaints process.
