On 29 July 2011 Dave got a reply (to his letter) from the Home Office saying that the matter was the responsibility of the Department for Education and they had forwarded the letter.  This seems a little strange but maybe the Children Services are under their jurisdiction.  He then got an email from the Department for Education.
