The Complaints Officer, Mark Hughes, sends Dave a draft summary of the Children Services complaint for him to check and amend where necessary.
It is interesting that he is on the ball when it comes to timescales and tells Dave they can't actually start the investigation until a signed copy is received. It is grubby in some way. The normal procedure in business is to make a statement like that when a company cannot start the contract until the signed agreement is received. It makes sense in that context. It is quite reasonable in this context except that the Children Services have not once done anything on time in this case yet.
